[DRE-maint] redmine: unmet dependencies

Dear Maintainer,

I use both gitlab and redmine.
When upgraded gitlab to 12.8.8-x, redmine was uninstalled because of 
unmet dependencies, and cannot be reinstalled.

apt-get install redmine

Please upgrade redmine to 4.1.1 and solve the dependencies problems, so 
I can use redmine again.
