[DRE-maint] Bug#949493: raising to RC

Dear maintainers,

I'm going to upload libxml2 2.9.10 today to unstable, therefore I'm
raising these 3 bugs to RC.
Note that I'm reverting the xml2-config change for now, since too many
packages haven't been adapted yet, but the failures these packages show
are not related to it anyway.
