I'm able to reproduce it with latest upstream relase 4.2 as well. 
Breaks with rails 5 and 6 as well. I suspect the issue is missing build 
dependency minitest-autotest which is not packaged. Upstream test suite 
is passing, even with lower versions of rack and rack-test (modifying 
gemspec) to match versions in archive.
