[DRE-maint] Bug#974697: trocla: new upstream release 0.3.0 is available

Hello,

according to github tag timestamps[0], version 0.3.0 of trocla was released in
august 2017.

[0]:https://github.com/duritong/trocla/tags

it would be nice to get the newer version in debian , especially since
puppet-related tools have the tendency to move a lot with enough time.
