[DRE-maint] Bug#975278: ruby-asciidoctor-pdf: ruby-rouge should we introduced as a suggested package

Dear Maintainer,

The package `ruby-rouge` can enhance ruby-asciidoctor-pdf by using
`:source-highlighter: rouge` in the source code of the asciidoc file.

So it should be introduced a suggested package.
