Dear Debian ruby-kyotocabinet package maintainers,

I just took over maintenance of package kyotocabinet in Debian (
https://tracker.debian.org/pkg/kyotocabinet , see also
https://bugs.debian.org/987174 ) and noticed that some packages related to
kyotocabinet also need to be updated.

According to https://tracker.debian.org/pkg/ruby-kyotocabinet , a new version
is now available. However:

* The upstream of kyotocabinet has already moved from
https://fallabs.com/kyotocabinet/rubypkg/ to
https://dbmx.net/kyotocabinet/rubypkg/ .

* The Debian package maintainer for kyotocabinet-related packages (Shawn
Landden, in cc list) was not active in the past 8 years.

As a result, I am wondering if anyone is interested in updating ruby-
kyotocabinet in near future. Since I am not in Ruby Extras Team, I may also
make a NMU first and submit merge requests to Salsa git packaging repo later.
Please let me know if you have any suggestion to the whole procedure.
