So this was run on an Open Build Server instance, where a chroot for
the target system is created on-the-fly, for every build.

Probably. Because I'm getting a similar case for some Haskell packages
and so far the hint has been that it could be because of the non-utf8
locale. But I'm yet to confirm that.
