[DRE-maint] Bug#983054: ruby-kramdown-rfc2629: new upstream version 1.3.34

Version: 1.3.28-1

Upstream has released version 1.3.34, which contains a helpful
transformation for a document i'm working on.  updating the debian
packaging to that version would be great!

(i note that 1.3.28 is a day away from transitioning to testing, so
maybe either an upload to experimental, or a delayed upload would be
wise so that at least 1.3.28 transitions)
