This is due to a new version of ruby-loofah which isn't migrating
because it breaks the autopkgtest. So, this bug can be ignored for
bullseye assuming no other issues pop up with ruby-rails-html-sanitizer.

ruby-rails-html-sanitizer and ruby-loofah are key packages so can't be
easily removed.
