gitlab 13.9.3 now works again with rugged 1.1 in the archive, so these 
work arounds are not required. https://wiki.debian.org/gitlab/wip has 
instructions to get the new version. This will be uploaded to 
experimental soon (after ruby-pg-query is accepted).
