I have not been able to reproduce this issue. all my test machines and 
production system already have this path in GEM_PATH variable. Seems 
GEM_HOME in /etc/gitlab/gitlab-debian.conf is sufficient to find gems 
installed in /var/lib/gitlab/.gem.

So I will wait if anyone else can confirm or reproduce this issue 
before adding GEM_PATH. Did you have GEM_HOME set in 
/etc/gitlab/gitlab-debian.conf ?
