[DRE-maint] ruby-rbtrace patch for riscv and upstream update

Hi,

I noticed that the package ruby-rbtrace failed to build with riscv, and I was able to create and test a patch that fixed the issue. I also saw that the upstream needed to be updated so I imported that as well for version 0.4.14. The pipeline on salsa fails for both the old version 0.4.11 and the new version with my updates, although my build testing was successful.

I created merge requests on the ruby-rbtrace salsa page if you are able to accept and upload. If you are able to add me to the ruby projects team on salsa with developer permissions, I am hoping to help with maintainer tasks for more ruby packages and avoid the extra step of having to submit merge requests each time I want to update the upstream or port a package for riscv. I have this access already for the debian science team on salsa, and it has allowed me to quickly and efficiently maintain packages there.
