I am able to repro this after building a few times. Not just on ppc, but even on my x86 machine.
A similar failure occured on buildd for arm64, see here[1], but it passed after doing a giveback.

IMHO, this and probably a couple more tests are flaky tests and need to be taken care of, otherwise
they come to bite us later in freeze.
