This is caused by the ruby3.0 removal transition: packages like
ruby-nokogiri have been rebuilt dropping the support for ruby3.0, and
the binNMUs have already migrated, while ruby-defaults (which defines
which Ruby versions should be tested against) still needs 2 days to
migrate so builds are still beying tried against ruby3.0.

i.e. this should fix itself in a few days.
