[DRE-maint] Bug#1006412: ruby-kramdown-rfc2629: upstream is now kramdown-rfc (and new verson 1.6.2 is available)

Ruby's kramdown-rfc2629 gem is now named kramdown-rfc, and 1.6.2 is
available from upstream.  (see https://github.com/cabo/kramdown-rfc for
more details about the name change)

At the cost of a trip through NEW and a dummy/transitional package,
debian packaging for this tool should probably follow the name change
when the new version is imported.

This probably means coordinating to move/rename the salsa project within
the ruby-team group as well, from ruby-team/ruby-kramdown-rfc2629 to
ruby-team/ruby-kramdown-rfc .

I'm not on the ruby team, and am unlikely to have the bandwidth to join
it, but if i can help with this transition, please let me know.
