[DRE-maint] Bug#1015303: gitlab: updating labels and assignee of issues/merge requests causes error messages

Update from upstream maintainer [1]: The file /etc/gitlab/cable.yml 
should be set to

production:
  adapter: redis
  url: redis://localhost:6379

This way, also setting the assignee works correctly.
