[DRE-maint] Bug#1022164: ruby-build fails to build 2.7.6 ruby version due to Sid libssl version

Dear Maintainer,

I need to use a legacy version of ruby (2.7.x).

As an normal user, I did: "rbenv install 2.7.6" (2.7.6 is the last
version for 2.7 branch)

Outcome:
     > BUILD FAILED (Debian n/a using ruby-build 20220426)
     >
     > Inspect or clean up the working tree at
/tmp/ruby-build.20221020173215.18895.FSRk3g
     > Results logged to /tmp/ruby-build.20221020173215.18895.log

For this branch of ruby version, ruby-build expects libssl > 1.1.1 and
< 3.0.0 and the current Sid libssl-dev version is 3.0.5-4

This issue has been handled upstream
(https://github.com/rbenv/ruby-build/releases/tag/v20220710) by
downloading the expected libssl version when needed.
