This bug was reported for version 4.0.7-1~bpo10+1 in buster-backports, 
the new package is at version 5,  this means that we have redmine 
5.0.2-1 in stable/oldstable backports in few days? This would be great.

Otherwise this ticket must be kept open IMHO
