ruby-safe-yaml is affected by RC bug #1019665 that FTBFS with ruby3.1,
and is not in stable/testing.  Dead upstream since 2019.  It looks having
reverse dependencies for 4 packages but no problem it will be removed:

- jekyll (4.3.1+dfsg-2 in stable/testing/unstable does not have dep)
- ruby-asciidoctor-pdf (2.3.4-3 in stable/testing/unstable does not have dep)
- ruby-crack (0.4.4-4 in stable/testing/unstable does not have dep)
- test-kitchen (RM filed in #1043565)

Its RM request has been declared in
https://lists.debian.org/debian-ruby/2023/02/msg00010.html.
