[DRE-maint] Bug#1029139: Please include Java/JRuby native extension

Please include the Java/JRuby native extension (concurrent_ruby.jar) in 
the binary package.

It should be possible to compile it now that jruby is once again in the 
archive.

This is a dependency for the introduction of puppetserver into Debian 
bookworm.
