[DRE-maint] Bug#1037465: redmine autopkgtest fails with ruby-rouge 4.1 in experimental

Redmine is not compatible with ruby-rouge 4.1 in experimental. 
autopkgtest fails with

Could not find gem 'rouge (~> 3.28)' in cached gems or installed 
locally.

Full log attached. Please adapt redmine to rouge 4.1 so I can reupload 
it unstable soon.
