When trying to install gitlab 15.11.6 (still in progress in salsa) it 
fails with

LoadError: cannot load such file -- spamcheck/spamcheck_pb

We need to build spamcheck_pb.rb using 
https://gitlab.com/gitlab-org/gl-security/security-engineering/security-automation/spam/spamcheck/-/blob/main/Makefile#L26

gitaly rules file has an example of how this is done for ruby-gitaly.
