[DRE-maint] Bug#1079459: ruby3.3: Ignores DEB_BUILD_OPTIONS

Hello,

ruby3.3 currently ignores DEB_BUILD_OPTIONS because debian/rules
overrides it:

DEB_BUILD_OPTIONS=abi=time64

The attached patch fixes that by using += instead.
