[DRE-maint] Bug#1064686: vagrant-librarian-puppet: FTBFS

Hello,

I think this package should be removed from Debian.

In addition to the FTBFS issues:

- Project appears to be abandoned upstream, last commit was 6 years ago

- The future of Vagrant in Debian is in serious doubt (see #1049999)

- It's currently blocking the transition of the latest puppet-agent 
package in Debian

I'm not a maintainer or uploader of this package, so if someone feels 
like they're wearing one of those hats, please file a removal request [0].
