[DRE-maint] Bug#1086699: ruby-eventmachine: please drop hpsockd from build-depends

Hi,

ruby-eventmachine currently build-depends on hpsockd. But hpsockd
FTBFS, and upstream vanished, and the Debian maintainer is also MIA.
It would be best if we can remove hpsockd. The code base is so old,
getting it to build with gcc-14 will be a big time sink.

Please drop hpsockd from your build-depends, preferably ASAP.
