[DRE-maint] Bug#1087591: redmine: dependencies versions should be updated

Hi Cédric,

sorry to bother you again. It seems as if I overlooked one dependency.
The version of ruby-mini-magick should also be adapted. In the Gemfile it
requires '~> 4.13' but in the redmine dependency it's only ruby-mini-magick (>=
4.11.0~). Could you also fix that?
