[DRE-maint] Bug#1081285: ruby-rugged: please rebuild against libgit 1.8

I have updated libgit2 to 1.8.2~rc1 in order to avoid patching all 
reverse dependencies for the const correctness change that is going 
to be reverted anyway.

Find attached an updated patch.
