[DRE-maint] Bug#1124067: hiera-eyaml-puppetserver missing dependancy on highline and optimist

Dear Maintainer,

I am using puppet from debian I went to use eyaml 
install hiera-eyaml and hiera-eyaml-puppetserver
Now hiera-eyaml has dependancy on ruby-highline and ruby-optimist
but the hiera-eyaml-puppetserver package doesn't have the equivilant
dependancies on their puppet server packages (don't think any exist)
this package will not run with out those 2 gems

puppetserver ruby -e "require 'optimist'; require 'highline'; require 'hiera/backend/eyaml'; puts 'All systems go!'"
puppetserver ruby -rpuppet -e 'puts Puppet.features.hiera_eyaml?' fails
with out them

This was my work around 
I had to manually install the gems into the puppetserver gem env 


I think the needed steps are 
* ruby-highline & ruby-highline don't their puppet server equiv 
* hiera-eyaml-puppetserver needs to make those packages a dependancy

hiera-eyaml-puppetserver suggests no packages.
