I no longer see it either, but ruby-soap4r still have the same
version, and also with the same apt-listbugs version (0.1.44);
only translations have changed in 0.1.45 anyway.

So the only thing that has changed is

ruby-defaults (1:3.3~3.2) unstable; urgency=medium

  * d/control: add puppet-agent (<= 7.24.0) to Breaks statement

  [ Utkarsh Gupta ]
  * Add Breaks for ruby-marisa (<< 0.2.6-18+b4)
