[DRE-maint] Bug#1095551: rails: 'rake test' disabled in 'newapp' autopkgtest

the newapp autopkgtest is broken due to rack 3. This probably indicates
a larger breakage because of rack3, and should probably be investigated
and fixed before the trixie release.

In the meantime, 'rake test' was commented out in debian/tests/newapp.
