Yes, I think so. The idea, afaik, is that packages may not communicate
with the "outside world" during build. Nobody outside the build machine
(except for installing build-dependencies) should ever know that the build
machine is building the package.

If you think this needs to be clarified, feel free to
ask in debian-release.
