[DRE-maint] Bug#1093159: ruby-safely-block 0.4.1 upstream test suite is missing

Dear Maintainer,

The test directory in ruby-safely-block is gone from the package in
0.4.2.

The culprit seems to be a combination of the following commit released in 0.2.2:
https://github.com/ankane/safely/commit/a0d15fc

and the fact that the d/watch file (indirectly) pulls the pristine tarball from rubygems:
https://gemwatch.debian.net/safely_block .*/safely_block-(.*).tar.gz

The package build logs shows that no tests are being run:

0 runs, 0 assertions, 0 failures, 0 errors, 0 skips

I suppose we should pull the pristine tar from the guthub repository in
this case?
