ruby-rackup has an undeclared file conflict. This may result in an
unpack error from dpkg.

The file /usr/bin/rackup is contained in the packages
 * ruby-rack
   * 2.1.4-3+deb11u2 as present in bullseye|bullseye-security
   * 2.2.6.4-1+deb12u1 as present in bookworm|bookworm-security
   * 2.2.7-1.1 as present in trixie|unstable
 * ruby-rackup/2.1.0-2~exp1 as present in experimental

These packages can be unpacked concurrently, because there is no
relevant Replaces or Conflicts relation. Attempting to unpack these
packages concurrently results in an unpack error from dpkg, because none
of the packages installs a diversion for the affected file.
