[DRE-maint] Bug#1099904: redmine: configuration fails due to missing packages

Dear Debian Ruby Team,

upgrading from version 5.1.3+ds-6 fails during configuration of the
package. The upgrade also upgrades several ruby packages like rails. But some
packages required in /usr/share/redmine/Gemfile are not installed. These
are packages mentioned in `group :test` like ruby-mocha, ruby-simplecov,
or even puma.
Is this intended? Then redmine should be made depending on these packages.
