   * Drop Priority: optional and Rules-Requires-Root: no for 4.7.4.
   * Bump debhelper-compat to 14, dropping ${misc:Depends},
     ${shlibs:Depends}, and ${ruby:Depends} from runtime dependencies.
   * Add relax-logger.patch to relax logger.
   * Make stop-redis-server.sh only kill the build user redis and not
     fail the build.
   * Update build dependencies.
   * Add fix-testing-inline-require.patch so Rails ActiveJob tests can
     require sidekiq/testing/inline.
