[DRE-maint] Please stop updating Ruby packages that make it harder for the Redmine transition

Simon,

Could you please stop updating packages to versions that are not supported by 
upstream Redmine?  Each time you do this it makes it harder to update Redmine 
in a way that will allow everything to migrate.  Redmine is now ensnarled in:

https://release.debian.org/transitions/html/auto-upperlimit-ruby-mail.html
https://release.debian.org/transitions/html/auto-upperlimit-ruby-sqlite3.html
https://release.debian.org/transitions/html/auto-upperlimit-ruby-nokogiri.html
https://release.debian.org/transitions/html/auto-upperlimit-ruby-doorkeeper.html

We need to get all of this sorted out, and then, in the future, do each of 
these transitions one at a time, preferably through experimental first.
