[Pkg-rust-maintainers] Rust stable in Debian unstable and beta in experimental

Hi all,

I propose we do this instead: given the random other-arch test failures, it will allow us to match the Rust release schedule a bit better. We can have two git branches to track each of them, and releasing to unstable should simply be a case of pulling from debian/experimental.
