Hi Bastian, the binary packages are metapackages that encode the fact that when the main binary package is used with certain features "enabled" it is necessary to pull in additional dependencies. This helps users avoid having to pull in those dependencies if they are not using those features of that binary package.

The encoding is automated to make maintenance of the overall ecosystem easier, to greatly reduce the manual cost of maintaining Rust packages in Debian. Removing this automation would greatly increase this cost and discourage volunteers from contributing to Debian. We welcome an alternative proposal for automatically encoding this information within the dpkg metadata system.

I'm also not sure what specific part of Policy we are violating. As I understand FTP masters cannot arbitrarily make up their own standards about what packages to ACCEPT or REJECT.
