Hello!
We have finally figured why incremental builds are not working on
sparc64 which turned out to be a bug in the file locking API of
the Rust compiler [1].
While upstream hasn't fixed the bug yet, I have provided a temporary
fix for the bug in #917000 [2]. Once this bug has been fixed, incremental
builds work fine on sparc64 and the patch to disable incremental builds
in cargo, 2007_sparc64_disable_incremental_build.patch, is no longer
needed.
I am therefore setting this bug as blocked by #917000.
