That's in the upstream license file: https://github.com/dtolnay/dtoa/blob/master/LICENSE-MIT

The Debian packaging should preserve upstream copyright notices;
if upstream changes that particular notice, the Debian packaging will
automatically pick that up when generating the copyright file.
