The rust-cc source package creates a binary package librust-cc+parallel-dev
with a dependency on librust-rayon-1+default-dev which does not exist as a
real or virtual package in Debian.

There is no package called 'rust-rayon' in either Debian or in the NEW
queue, so it's not clear what is supposed to provide the package that
satisfies this dependency.
