[Pkg-rust-maintainers] Bug#947088: debcargo should provide test-name for generated autopkgtests

When debcargo generates tests, it uses Test-Command in
debian/tests/control.

When running them, they're run in autopkgtest and they are reported as
"command1", "command2", etc.

debcargo should use the "Test-Name" directive in tests/debian/control to
give these autogenerated autopkgtest instances more
accessible/meaningful names.
