[Pkg-rust-maintainers] Bug#955771: rust-env-logger, (build-)depends unsatisfiable

The rust-env-logger source package build-depends on and the librust-env-logger+default-dev and librust-env-logger+humantime-dev binary packages depend on librust-humantime-1+default-dev which is no longer provided by librust-humantime-dev

After changing the dependencies in the debian packaging and in Cargo.toml to version 2 the package built succesfully. I also did a test rebuild of rust-bindgen (in raspbian bullseye-staging) with the new rust-env-logger which was also succesful. As such I decided to go ahead and upload to raspbian. A debdiff should appear soon at https://debdiffs.raspbian.org/main/r/rust-env-logger . No intent to NMU in Debian.
