Information not yet in this thread and what works for me.
IRC server is irc.debian.org ( an alias for irc.geo.oftc.net )
Port 6667 ( default for IRC )
choose a "nick"
register your nick ( might be the command /register in your IRC client)
Join chatroom #debian-rust ( for my configuration I do /join #debian-rust )
