[Pkg-rust-maintainers] Bug#976658: debcargo is broken (and the autopkgtest didn't catch it).

debcargo (and cargo) is out of date in Debian and needs to be updated. We had been blocked on the FTP binary-NEW policy but there is some progress in that area.
Alternatively you could use collapse_features to begin to update it, but I personally do not approve of it and haven't been spending time on it.
