This is a bug in debcargo 2.4.3 and earlier.  in debcargo 2.4.4,
debcargo emits the debian version here, based on commit
293fb88f2156d0db6262349aa4b1c4d3a3b1186a in the debcargo repo.

Until debcargo 2.4.4 lands in unstable, i'll just work around it in
rust-bzip2-sys.
