This was missing due to rust-proc-macro-error-attr being held in NEW,
which meant that rust-proc-macro-error could not be updated.

Now that r-p-m-e-attr is out of NEW, and rust-proc-macro-error 1.0.3 has
been uploaded to unstable, rust-structopt-derive should build fine.
