Due to the removal of sleef on these architectures (see #958947)
librust-packed-simd+sleef-sys-dev is no longer installable
on armel/mips64el/mipsel/s390x.

Options are:
1. build librust-packed-simd+sleef-sys-dev only on architectures
   where sleef is available, or
2. file a bug against ftp.debian.org asking for the removal of
   rust-packed-simd on armel/mips64el/mipsel/s390x
