FTP Team members are reluctant to process any rust packages which have
large numbers of binary packages or very long Provides: fields.  We are
typically only processing rust packages which do not have these issues.

The reason for this is the lack of a mutually acceptable solution to the
FTP Team's concern that empty rust packages needed only as build
dependencies should not take up an unreasonable proportion of the
Packages file (#945542).

I am not someone who hacks on dak nor who works with Rust, so I do not
have any bright ideas, but it does look like dkg's most recent attempt
to summarise the situation at the end of that bug has not received any
comments, so perhaps that is a place to start.
