Then precisely *what* sort of complex way??

Me offering an inaccurate simple arithmetical approach that can at least be debated, is better than FTP masters not offering *any transparency* on the various different criteria that they may or may not have considered in coming to this decision, and just handwaving the decision based on unstated intuition and implicit assumptions.

This has been going on for a while now, but the latest example is that Joerg Jaspert's latest string of REJECTs simply decrees that "decision for the rejection can be found in the above log .. [link]" without any explanation of how the decision has been reached.

This is not how Debian teams should be communicating their decision making processes.
